: a communist system or principle of hierarchic organization that seeks to combine democratic participation of the rank and file in the discussion of policy and the election of officers and of delegates to the next higher unit with strict obedience by the members and lower bodies to the decisions of the higher units and with absolute authority residing in fact at the apex of the hierarchic structure and strict discipline being enforced
